Returns the Learner sub-class to use by this Algorithm.

Either a) User sets a specific learner class via calling .training(learner_class=...) b) User leaves learner class unset (None) and the AlgorithmConfig itself figures out the actual learner class by calling its own .get_default_learner_class() method.
